The CLF Transformation Action Plan
The Construction Leadership Forum (CLF) published a draft Transformation Action Plan in 2023, intended to be the process by which the changes required by The Construction Accord will be delivered. It represents and reflects a shared vision between the industry and the public sector to create a thriving and high-performing construction sector. Following a consultation during 2023 on the draft document the approved Transformation Action Plan was published on January 25, 2024.
The Transformation Action Plan consists of a number of initiatives where transformation is being taken forward split across 11 Working Groups:
- Communications. Ensuring shareholders and stakeholders are kept informed of progress being made across the Transformation Action Plan.
- Construction Procurement. Improving procurement to drive success across the industry and act as an enabler in realising the wider opportunities for the sector.
- Data & Insights. Promoting the use of robust and reliable data to allow the construction sector make well informed decisions.
- Digital. Championing the opportunities a digitally enabled construction sector can secure.
- Fair Work. Creating a fair work culture that will underpin a high-quality, high-value, responsive construction industry.
- Modern Methods of Construction. Developing knowledge and skills to allow MMC become a 'business as usual' option, leading to a sector that is more confident.
- Net Zero. Supporting the Just Transition to ensure the construction sector is ready for the challenge by mapping out and connecting initiatives.
- Pipeline. Forecasting future construction work that provides transparency and supports jobs, training and investment.
- Quality. Ensuring future decision will have quality at its core thereby creating a quality culture across the sector.
- Skills. Ensuring the sector has the skilled workers it needs with equality of opportunity and fair and inclusive work practices.
- Supply Chain. Establishing a shorter and more resilient supply chain creating greater opportunities to spread economic benefits more widely.
The Transformation Action Plan is led by a Board comprising the co-chairs of each of the 11 Working Groups who collectively manage the delivery of the initiatives set out in the Transformation Action Plan. The Board will assist the Construction Leadership Forum in measuring progress, communicating successes, and sharing the outputs across the construction sector. The essence of the Transformation Action Plan is collaborative working through Working Groups with members drawn from all who commit to progressing the agreed actions. In total, 48 businesses and 39 public sector bodies have contributed to its development.
